The direction is decided by a fixed rule: a board is rising or falling only if it moved by at least 5 roles AND at least 10% over the window, across at least 4 readings spanning at least 14 days. Anything less says 'we cannot tell', which is a real answer here. A rising board is evidence of hiring. A board that shrinks is not evidence of job cuts: roles leave a board when they are filled, withdrawn or reposted.
